SETHUSAMUDRAM CORPORATION LIMITED INVITES TENDER FROM NATIONAL/INTERNATIONAL FIRMS FOR THE PREPARATION OF DETAILED PROJECT REPORT FOR THE DEVELOPMENT OF FISHING HARBOURS AT MUTHUPET/ SETHUBHAVACHATRAM / THONDI/MOOKAIYUR.

1. Background:
Peninsular India has been gifted with a long coastline of about 7510 k.m. which is studded with 12 Major Ports and over 185 intermediate and minor ports.
Marine fishery occupies a predominant place in socio-economic development of fishers of the country and overall development of fishery sector. About 11 million people of the country are dependent on fishery sector, of which over 5.3 million represent the marine fishery sector. The landing and berthing facilities created at the fishing harbours/fish landing centres can accommodate only about 25 to 30% of the total fishing fleet operating along the country’s coast and thus calls for the development of fishing harbours and fish landing centres to cater to the needs of various categories of fishing vessels operating along the Indian Coast to augment the infrastructure in this sector to meet the demands.
2. The Project:
The Sethusamudram Corporation Limited wishes to invite bids from experienced project consultants and financial advisory firms for preparation of detailed Project Report for development of Fishing Harbours at Muthupet, Sethubhavachatram, Thondi and Mookaiyur with a provision for handling, parking and repair of fishing vessels and allied facilities.

2.1 The aim of the assignment is to study
(i) the technical, economic and environmental aspects of fishing harbour design and operation related to fishing activities such as receipt and dispatch of the catch, receipt and maintenance and servicing of the fishing crafts and fishing gear for the following locations:
(a) Muthupet in Thiruvarur District
(b) Sethubhavachatram in Tanjavur District
(c) Thondi in Ramanathapuram District (d) Mookaiyur in Ramanathapuram District

by reviewing the existing reports related to the above fishery harbours available with Government of Tamil Nadu, if any;
(ii) To conduct detailed traffic survey for ascertaining the numbers, types and size of the vessels likely to be handled at the fish landing jetties;
(iii) The Detailed Report should contain the stages and shall be prepared in accordance with latest guidance of Government of India which should cover interalia aspects such as background, aim of assignment, scope of detailed project, problems to be addressed, project objective, target beneficiaries, project strength, legal framework, environmental impact assessment, technology issues, management arrangements, means of financial and project budget, time frame, risk analysis, financial and economic analysis etc. pertaining to the project;
(iv). To prepare the cost estimate along with specification for the execution of the project and possible investment and cost recovery models in the next 25 years examining the requirement of the landing jetty and other provisions for general functions of the fishery harbour, etc;

(v). To assess the adequacy of investigations carried out, if any, and essentially required for the development of the fishing harbours in the aforesaid locations, and if such investigations are required to be carried out afresh to conduct the investigations;
(vi). Evaluation of environmental impact assessment and preparation of environmental management plan for implementation of the project.
The allowable time limit for the submission of Detailed Project report will be three months from the date of issue of the work order. The bidders may apply for all the four projects or any of them.
3. Time Schedule:
Schedule for the sale of proposal document, meeting with the bidders and submission of proposals shall be as below:

Note: SCL reserves the right to change any of the above date(s) at its sole discretion.
4. Validity:

The proposal shall be valid for a period of 90 days from the date of submission. Interested firms may obtain further information from Deputy General Manager (Operations), Sethusamudram Corporation Limited. Tender documents can be obtained from "Deputy General Manager (Operations)”, Sethusamudram Corporation Limited, Corporate Office, SPIC Annex Building, 88, Mount Road, Guindy, Chennai-600 032 on all working days between 10.00 am to 4.00 pm.
5. Cost of Tender Document and EMD
While submitting the tender, the tender should be accompanied by EMD for an amount of Rs.1,00,000/-(Rupees One Lakh only) for each of the locations in the form of crossed Demand Draft drawn in favour of Sethusamudram Corporation Limited on any Nationalized/Scheduled Bank payable at Chennai otherwise the tender will be ignored. The cost of tender document is Rs.5000/- for each location + 10% sales tax + 5 % surcharge on sales tax (Rs250 extra for postage/courier charges)bankers cheque drawn in favour of Sethusamudram Corporation Limited payable at Chennai. Interested bidders are requested to submit their tender in duplicate in two cover system in separate sealed covers consisting first cover - Technical and commercial bid and second cover - Price Bid on or before 15.00 hrs on 03.11.06 as hand delivery or by Registered post/speed post/courier so as to reach the office of the Deputy General Manager (O)/ SCL . The SCL will not responsible for any loss of document in transit.
Bidder(s) may bid for one or more DPR studies. For each Fishing harbour DPR study, separate document to be purchased and submitted.
The Techno Commercial bids will be opened at 15.30 hrs. on the same day ( 03.11.06 ) in the presence of Bidders/Authorized representatives of the bidders. Price bid of technically successful bidders will be opened after due intimation.
A pre bid meeting with tenderers will be held at 11.00 AM on 19.10.06. Only buyers of tender documents and genuine potential tenderers will be permitted to participate in the pre bid meeting.
